When I hired the service they told me it was 3 hours, which I paid for and what was our surprise when later it was only 2 hours and they didn't take us anywhere where you could see fish.

With diving you learn to breathe underwater and acquire buoyancy, it is an introduction to a possible course and obtaining a qualification.
At no point is she told that she is going to go see goldfish, if that is what she wanted, she was in the wrong activity. For that I recommend that you go to the oceanographer.
